European identity and citizens' support for the EU: Testing the utilitarian approach

Abstract: Despite Cohesion Policy representing one‐third of the EU budget, research on the role of EU Cohesion Policy in promoting the European identity is still scarce. Taking stock of a new dataset of citizens' support for and identification with the EU identity at the regional level, we aim to answer to the following questions: what are the determinants of support and identification with EU? Do EU fiscal transfers affect public support for the EU and the European identity? Do citizens' awareness about the Cohesion Policy play a role in it? We find that attitudes towards the EU are driven by individuals' perceptions of the economy in their region and of the effectiveness of EU institutions in solving the regional problems. We don't find evidence of a Cohesion Policy effect, but it provides useful indications for further research. A pesar de que la política de cohesión representa un tercio del presupuesto de la UE, aún sigue siendo escasa la investigación sobre el papel de la política de cohesión de la UE en la promoción de la identidad europea. Este artículo emplea un nuevo conjunto de datos sobre el apoyo y la identificación de los ciudadanos con la identidad de la UE a nivel regional con la intención de responder a las preguntas siguientes: ¿cuáles son los factores determinantes del apoyo y la identificación con la UE? ¿Afectan las transferencias fiscales de la UE al apoyo público a la UE y a la identidad europea? ¿Desempeña un papel en esto la sensibilización de los ciudadanos sobre la política de cohesión? Se encontró que las actitudes hacia la UE están impulsadas por las percepciones individuales sobre la economía de su región y sobre la eficacia de las instituciones de la UE en la resolución de los problemas regionales. No se encontraron pruebas de un efecto de la Política de Cohesión, pero se proporcionan indicaciones útiles para futuras investigaciones. 欧州連合(EU)の予算の3分の1が、結束政策に当てられているにもかかわらず、今なお、この政策のヨーロッパ・アイデンティの促進における役割に関する調査はほとんど行われていない。本稿では、市民のEUのアイデンティに対する支持と帰属意識に関する地域レベルでの新しいデータセットを評価し、EUに対する支持と帰属意識の定義は何か、EUの財政移転はEUとヨーロッパ・アイデンティの公的な支持に影響するか、結束政策に対する市民の意識は役割になっているか、という疑問を解明する。EUに対する意識は、地域経済に対する個人の見解および地域の問題を解決するEU機関の実効性に対する個人の見解に左右されると考えられる。結束政策の効果を示すエビデンスは認められないものの、さらなる研究が有用であることが示唆される。
