Qualitative Aspect of the Regional Growth in Russia: Inclusive Development Index

Abstract: The paper presents estimates of the economic dynamics of the Russian regions and regional growth quality indicators. To assess the quality of growth regional inclusive development index (RIDI) was used, based on the concept of inclusive sustainable growth. The index evaluates economic, social and environmental situation in the region. Comparison of the dynamics of GRP and RIDI showed that in the period 2001–2017, the economic growth of Russia and most Russian regions was accompanied by a downward change in RIDI. The interregional differentiation of RIDI and per capita GRP indicators is further assessed. It is shown, that their dynamics are determined by various factors, therefore, in order to level the interregional differences between the RIDI and GRP, various regional policy instruments should be used. En este artículo se presentan estimaciones de la dinámica económica de las regiones rusas e indicadores de calidad del crecimiento regional. Para evaluar la calidad del crecimiento se utilizó el Índice de Desarrollo Inclusivo Regional (IDIR), basado en el concepto de crecimiento sostenible inclusivo. El índice evalúa la situación económica, social y ambiental de la región. La comparación de la dinámica del PRB y el IDIR mostró que en el período 2001–2017 el crecimiento económico de Rusia y de la mayoría de las regiones rusas estuvo acompañado de un cambio a la baja en el IDIR. Se evaluó en mayor profundidad las diferencias interregionales de los indicadores del IDIR y del PRB per cápita. Se demuestra que su dinámica está determinada por diversos factores, por lo que para equilibrar las diferencias interregionales entre el IDIR y el PRB es necesario utilizar diversos instrumentos de política regional.
