Uneven development, competitiveness and behavioural economic geography: Addressing ‘levelling up’ policies from a human perspective

Abstract: This paper draws on behavioural economic geography to identify the factors affecting uneven development. It uses the lens of economic competitiveness and addresses the association between differences in human behavioural traits and competitiveness in the context of localities across the United Kingdom. It focusses on the policy requirement for ‘levelling up’ by improving the performance of lagging localities. On the basis of the finding that local behavioural factors impact competitiveness, the paper develops a behavioural public policy agenda. It is concluded that a greater appreciation of the human behavioural profile of a place can provide a vital cog in stimulating economic development through a more holistic approach to public policy. Este artículo se basa en la geografía económica del comportamiento para identificar los factores que afectan a la desigualdad del desarrollo. Se utiliza el prisma de la competitividad económica y se aborda la asociación entre las diferencias en los rasgos del comportamiento humano y la competitividad en el contexto de las localidades en el Reino Unido. Se centra en el requisito político de ‘nivelación’ mediante la mejora de los resultados de las localidades rezagadas. A partir de la conclusión de que los factores de comportamiento locales influyen en la competitividad, el documento desarrolla una agenda de políticas públicas sobre el comportamiento. Se concluye que una mayor apreciación del perfil de comportamiento humano de un lugar puede proporcionar un engranaje vital para estimular el desarrollo económico a través de un enfoque más holístico de las políticas públicas. 本稿では、行動経済地理学的アプローチを用いて、不均一な発展に影響する要因を特定する。経済的競争能力の観点から、英国全体の地域の文脈において、人間の行動特性の違いと競争力の間の関連性を検討する。後進地域のパフォーマンスを向上させる「レベルアップ」のための政策要件に焦点を当てる。地域の行動要因が競争能力に影響を与えるという知見に基づき、行動公共政策の課題を作成する。結論として、ある場所の人間の行動プロファイルを高く評価することが、公共政策に対する、より全体的なアプローチによって、経済発展を刺激する上で非常に重要な役割を果たすといえる。
