Abstract: This paper deals with prerequisites for the development of forestry in Ukraine. The role and place of forest and land resources in the economy are determined. Basic concepts related to forest and land resources have been expanded. The author suggests introducing the concept of «land fund», «land», «lands» in the legal instruments. The semantic model of the formation and functioning of forest and land resources of Ukraine has been developed.
