La demande en eau potable est-elle élastique au prix ? Le cas de la wilaya de Bejaia

Abstract:
Algeria is one of the countries most affected by water scarcity (500m3/capita/year). This situation sounds weird because Algeria has long tried to develop new resources and has focused its policy on the supply side management. Thus, this approach now appears inadequate, and must be combined with a demand side policy. Therefore, using panel data methodology we have estimated a function of the residential water demand in one of its county (Wilaya of Bejaia). We found that the water subscribers respond weakly to price change. An increase in the water price by 1% reduces the demand by only 0.42%. Moreover, our work shows that the rationing policy encourages over-consumption.
