Les politiques locales (et régionales) de développement des services: le cas de la Chambre Consulaire de Lille Métropole

Abstract:
This article puts forward an analysis of the incentives and development policies toward service activities as they are settled by the french Chambers of Commerce and especially by the Lille one. We try to improve our understanding of the place and role of these Chambers of Commerce in local economic development. Then, we try and demonstrate that if the policies and actions ruled by the Chambers of Commerce (and especially by the Lille one) are nume-rous and divers, the neo-industrialistic conceptions that are still dominating these institutions and especially in the so called industrial tradition metropolis is susceptible to limit the process of service sector expansion. However, concerning the Lille Metropolis Chamber of Commerce, and especially since the middle of the 2000?s, the emergence of a more friendly vision toward services should facilitate the integration of this metropolis into the system of « winning metropolis or region ».
