Un instrument d'action publique pour la gouvernance Pyrénéenne: l'expérience du SIG Pyrénées

Abstract: Production of knowledge in the construction of territories represents a strategic challenge for development stakeholders to take concerted, transparent and effective decisions. The aim of this paper is to show how an association, the Assemblée Pyrénéenne d?Économie Montagnarde (APEM), within the institutional context of the Mountain Policy, is establishing an instrument for public action, the observatory of the Pyrenees, to support differentiated forms of territorial governance. The association, boosted by economic actors, was created in the late 90s to promote the sharing of information between different categories of stakeholders working at different scales in the Mountain Policy. The creation of an observatory will promote new forms of coordination between stakeholders, based on the management of data. After the presentation of the Mountain Policy in the Pyrenees, we describe our conceptual framework based on instrument for public action. Finally, the effects, direct and indirect, of the observatory will be presented and their impact on the Pyrenean governance analyzed.
