Abstract:
This paper presents a critical approach of the National Innovation System (N.I.S) in less advanced economies. It is organized in three parts. The first defines the N.I.S' conditions of applicability in developing economies. Based on learning polarization phenomenon, the second part distinguishes between developed N.I.S and developing N.I.S. Then the last part suggests an analysis in terms of learning opportunities, learning culture and economic development beyond the classic interpretations of learning capabilities. In fine, the National System of Competence Building seems to be a more suitable title for the less developed economies.
