Abstract:
In this report, CBO examines the mechanisms by which quantitative easing (QE)—large asset purchasing programs conducted by the Federal Reserve— affects the federal budget deficit. The report also describes the two large expansions of the Federal Reserve’s balance sheet that resulted from QE policies instituted in response to the 2007–2009 and 2020 recessions and discusses the risks involved when the Federal Reserve uses QE to achieve its monetary policy objectives.
