Abstract: For the 1999 California Tobacco Surveys (CTS), Westat performed statistical tasks that included sample selection, weighting, and data collection. This volume of the report contains a description of the methodology used by Westat to do sample selection, weighting, and develop replicate weights for variance estimation purposes.
