A Pareto Improving Strategy for the Time-Dependent Morning Commute Problem

Abstract: This dissertation describes a strategy which makes all commuters better off (i.e. a Pareto effecient strategy) for the time-dependent morning commute problem, even if the collected revenues are not returned to the population of commuters. The proposed strategy will apply road pricing as a tool for congestion management, a practice usually called congestion pricing.
