LBD Documentation: Splitters and Combined Reports in the SSEL

Abstract: This memo describes administrative births and deaths in the LBD. Administrative births and deaths are spurious or incorrectly timed births and deaths that result, primarily, from the splitting of previously unidentified combined reports or from incomplete information regarding an already identified combined report. The memo documents their effect on establishment births and deaths both in levels and rates. It then proposes a methodology to minimize the problem of spurious births and deaths that could be used to construct a consistent time series of birth and death rates for all LBD years. Administrative deaths and births affect primarily the multi unit side of the register so I will focus most of the analysis on this portion of the register
