Abstract: Potential Housing Benefit Reforms to Reduce High Effective Marginal Tax RatesThe research report examines reform measures in the housing benefit system to reduce high marginal burdens and to adjust the level of benefits. With the help of a microsimulation model, various reform options and their effects on marginal burdens, benefit levels and fiscal effects are evaluated. The results illustrate conflicting goals and trade-offs: Not all target variables, such as increasing the labor supply, reducing the fiscal burden or reducing the number of households receiving transfers, can be optimized at the same time. In the status quo, housing benefit supports the middle and upper transfer range; a reduction requires a reform of the citizen's income to stabilize this income range.
