Abstract: Chile has tried to move towards early childhood deinstitutionalization, but the lack of validated alternatives makes residences still be the main solution for children removed from their parents due to abuse or neglect. This policy analysis aims to address the problem of children’s institutionalization with a three level proposal: to elaborate better understanding of the problems to design tailored solutions, create alternative care models as temporary placements and enable permanent family reunification.
