ASYNCHRONY FORMATION 4.0 INDUSTRY IN THE RUSSIAN REGIONS

Abstract:
Subject. In the conditions of high variability of the external environment and dynamic development of new technologies in all spheres of social and economic life, modern society and Russia, in particular, face the need to develop adequate and flexible mechanisms for responding to external challenges. Goals. The author attempts to analyze the trends and limitations of the development of the fourth industrial revolution in the regions of Russia in a multifaceted way (by the example of the regions of the Southern Federal District). Methods. The methodological base of the study is a complex-comparative analysis and synthesis of the experience of the regions of the southern federal district in the field of strategic development of territories in conditions of the transition of the Russian economy to digital format, as well as the method of included monitoring of institutional changes in strategic territorial development. In addition, within the framework of this study, a sociological survey was conducted, in the form of a questionnaire of three target groups - representatives of government authorities, regional business and the scientific community (together with students) of the city of Volgograd. Results. The article analyzes the readiness of Russian regions to move to a digital economy (Industry 4.0) from the positions of regional authorities and the education system as the main drivers of realizing the technological potential of the territories. The study analyzed the strategic documents of regional development regions of the Southern Federal District and the data Index Russian regions' readiness to information society. The conducted sociological surveys showed that the overwhelming majority of respondents are completely ignorant of the trends in the development of the fourth industrial revolution and even of its existence. Conclusions. Based on the analysis, trends are revealed in the development of Russian regions in the context of the transition of the economy to digital format and practical recommendations are being made.
