The effect of low-carbon city pilot on energy consumption behavior: Evidence from China

Abstract: This study aims to assess the influence of the Low-Carbon City Pilot (LCP) on individuals' energy consumption behavior in China. The results demonstrate that the LCP had a significant impact, leading to a notable reduction of approximately 10% in electricity consumption, and this effect persisted over time. Additionally, the LCP resulted in decreased fuel costs, while other expenses unrelated to the LCP remained unaffected. Mechanism analysis reveals that government initiatives to promote low-carbon-related information and enhance environmental awareness among individuals have contributed to the observed decline in energy consumption. Our findings highlight the importance of LCP in influencing individual behavior and the decisive role individuals' willingness plays in achieving climate change goals.
