Rooftop solar policies feasibility assessment model: Vietnam case study

Abstract:
The Vietnam government has promulgated many incentive policies to promote rooftop solar development, due to electricity supply–demand pressure and Vietnam’s net-zero emissions commitments. Although the impact of these policies is tremendous in increasing solar energy capacity, the latest policy for solar power expired at the end of 2020. To support the Vietnam government in promulgating the next incentive policy, this paper proposes a feasibility assessment model for rooftop solar policies, which enables the viability evaluation of policies from the perspective of both utility/entity and customer. By utilizing the policy options customized by users, the model generates a significant amount of technical and financial output to appreciate the impacts of potential policies under different scenarios. Five policy options have been simulated and evaluated using the proposed model. The output data shows the importance of the FIT rate in establishing the feasibility of a rooftop solar project, where the higher the FIT rate, the lower the feasibility for the utility, and vice versa. By using the output data from the proposed model, policymakers can have a better view of the impacts of different policies under different scenarios, which results in the development and implementation of more impactful policies.
