Examining the conformance of development to local spatial plans amid rapid urbanisation in Harare, Zimbabwe

Abstract: City and Town planning schemes play a significant role in the management of urban landscapes as they guide the physical developments that take place on and in them. Despite the importance of these schemes in guiding urban development, there is limited empirical analysis on the degree to which their mapped land-use proposals are achieved and conformed to in practice. Using the case study of Harare’s Town Planning Scheme 4, this paper examines the extent to which development conforms to land-use proposals in a spatial plan. The paper uses mixed methods comprising of Geographical Information System (GIS)-based overlay analysis, document analysis, household surveys, key informant interviews and observations. The study concludes that there were cases of nonconformity, where existing land-use patterns are not compatible with provisions of the Town Planning scheme. The adoption of GIS based methods of compliance monitoring of land-use activities within urban planning frameworks such as Town Planning Schemes provides an efficient way of managing urban development activities. Ensuring compliance of developments to approved spatial plans enables efficient, resilient, and sustainable development of urban areas in line with Sustainable Development Goal 11.
