The human factor in the disaster resilience modeling of critical infrastructure systems

Abstract:
Under major shocks such as natural or man-made disasters, the ability of human actors to maintain the safety, reliability and performance of critical infrastructure systems (CISs) is essential for improving the resilience of the systems. To understand human-system influence mechanisms and provide solutions for improving the disaster resilience of CISs, a growing number of studies are attempting to incorporate the human factor in the disaster resilience modeling of CISs. This paper presents a systematic review of such studies and discusses the state of the art on the disaster resilience modeling of CISs from a socio-technical systems perspective. The in-depth review of literature helped to identify and classify the main human factors affecting CISs resilience and also highlighted the social aspects of CISs resilience that are still overlooked in relevant studies. Moreover, several knowledge and technical gaps were identified and discussed while providing inferences to possible solutions or future research directions. The findings and discussions of this study could be of significant value to researchers and professionals in the area of CISs resilience that aim to identify and propose solutions to CISs resilience problems.
