Technological Forecasting and Social Change, 2022, vol. 183, issue C

Abstract: Environmental taxes (ETs) and green subsidies (GSs) are two different policies of environmental governance. In this study, we investigate the effect of these two policies on cleaner production willingness (CPW) from the perspective of companies. The textual analysis is employed to evaluate the CPW. Moreover, we analyze the contributions of ETs and GSs by Shapley value method. The results show that (i) ETs and GSs, whether used alone or as a combination policy, have a positive effect on CPW; and (ii) China's ETs and GSs have made different contributions to CPW. Before 2015, GSs made greater contributions than ETs; after 2015, ETs moved ahead of GSs.
