Abstract: •The government has implemented a land titling program by the name of women and men.•Land titling contributes positively to reduce gender disparities in access to land and natural resources.•Women are highly aware of their land rights after land titling program.•Civil servants behavior and customary/patriarchic ideologies of the local people hinder the effective implementation of land titling program.•To empower women’s access to land and natural resources, customary/traditional land tenure systems should be changed by formal land laws.
