Abstract:
This paper sets out to show the role of assessment in innovative public-sector management in the context of great uncertainty and limited innovation implicit in the «New Pubic-Sector Management». It argues that instead of trying to anticipate the processes that lead to turbulence (processes which cannot be anticipated) it is preferable to increase the capabilities of public-sector management, and that assessment before, during and after the introduction of innovations can play a crucial role.
