Abstract: This report is a call to policy makers and concerned citizens to use this talisman, to redeem the pledges made by the Constituent Assembly and to recognise the fact that the numbers and proportions of those in poverty are so large and the extent of chronic poverty so high that this represents the biggest development challenge facing India. As such, the fight to end chronic poverty, to strengthen ways to escape it and to prevent entry into it must be placed at the top of the policy agenda.
