Abstract: The paper is intended to serve as a background note for the seminar organised by KSWA. It looks at the paradigmatic change in the Indian economic environment and situates the 74th CAA in the context. The main theme is to focus on the educational response to the changing labour market situation and the challenges posed by dropouts from formal education. It is argued that there is a niche here that requires urgent attention from the NGOs. The need is based on socio-political as well as economic considerations. The NGOs in this endeavour need to be supported by the government, industry as well as the academia. A draft blueprint of what needs to be done is suggested in a skeletal form. Clearly much fleshing out is required and the paper ends with the hope that this paper can provide a framework for useful deliberations at the seminar, leading to a detailed plan of action that is practical, feasible and detailed.
