Far Eastern Institutional Novations: Imitation of a New Stage

Abstract: In the previous five years the Russian Far East saw an implementation of a series of new institutional solutions, which mainly represented a modern edition of earlier, tried rules and mechanisms, organizational solutions and stimuli. At the same time, they represented a new system of actions aimed at attracting investments and stimulating economic activity of businesses and population. The nature of the institutional solutions, much like the general economic environment where they are applied, did not and does not guarantee the success when creating effective economic institutions and receiving quick results, such as steady advanced growth, structural modernization of the regional economy, and a notable improvement of quality of life. However, the accompanying propaganda, including mass expert pressure on population and businesses, led to the expectations of quick and positive changes in the economy and social sphere. These changes never took place in the five years, which led to opposite expectations. This article studies the manifestations and consequences of this change, such as looking for new impulses that will confirm the inevitability of establishment of new development institution, and gives the appraisal of the efficiency of the solutions from the viewpoint of economic justification and prospects of realization. Additionally, the author analyses the transfer of the Far Eastern ‘capital’ from Khabarovsk to Vladivostok, which wasn’t the only move towards the continuation of the Far Eastern development policy. Two other moves included the development of the national project of the Far Eastern development and the extension of the Far Eastern Federal District thanks to the inclusion of Buryatia Republic and Zabaykalsky Krai. It is currently impossible to make a detailed assessment of these actions
