Development of the Far East: A National Program in the Context of National Projects

Abstract: In September 2018, during the IV Eastern Economic Forum in Vladivostok, the President of the Russian Federation Vladimir Putin has instructed to develop a national program of socio-economic development of the Far Eastern Federal District until 2035. This program is supposed to replace the current State Program of Development of the region until 2025. In the course of creating this program, an extensive selecting process was carried out in order to pick the projects that would be undertaken in all eleven constituent entities, which now comprise the District. The present paper analyses the content of the project, its relevance to the target indicators stated in the Presidential Decrees (May 2018) and the provisions of the Government of Russia to fulfil these Decrees. It is stated that over the past 5 years after the approval of the State Program for the Development of the Far East and the Baikal Region, no positive results have been obtained either economically or socially. Even a 17% increase in investments in the Far Eastern Federal District in 2017, which is stubbornly associated with the effect of the new economic policy in the east of the Russian Federation, including the effect of various benefits and additional financing, did not affect the growth of the economy and the quality of life of the population. The basis for at least 3–4% of annual economic growth has not yet been created, although the national program declares achieving growth of 6% per year.
