Reflexive Governance for Infrastructure Resilience and Sustainability

Abstract: Infrastructure development is one of the areas most in need of climate-resilient and friendly investments. The COVID-19 pandemic will increase government spending in this direction. This paper demonstrates how the principles of reflexive governance are key to unlock the full potential of such investments. By establishing an adaptive and redundant institutional capacity in the provision of public services, reflexive governance can enable a successful path towards climate resilience and sustainability.
