Abstract: "The French taxis trapped by 36,000 local governments" Taxis can pick up customers in the streets or at taxi rank only inside the jurisdiction of the authority that granted them the license. This is their "Authorised Pickup Area". In most European countries there are only a few hundred of these areas. In France there are potentially 36,000. Their narrowness, combined with the fact that taxi licenses are negotiable prevents taxis from offering optimized non emergency patient transport or from adopting new technologies like smartphone booking apps.
