Abstract:
"In the years 2016 to 2018, the Regional Directorate of Bavaria of the Federal Employment Agency, the Bavarian State Ministry of Family Affairs, Labor and Social Affairs and the Bavarian State Ministry of Food, Agriculture and Forestry commissioned the model project 'Service and Counseling Centers for Household-Related Services'. The objectives of the project were to promote the development of the legal, social insurance labor market for household services and to make it easier for women to participate in the labor market by relieving household activities. For this purpose, three Service and Counseling Centers for Household-Related Services were financially supported. The Centers should contribute to the regular labor market by advising on the use of household services, hiring, placement and qualification of household-related services workers and providing providers of household-related services to private customers and businesses. The insights gained through interviews with the project participants at the three locations show that the Service and Counseling Center's offer attracted interest and that they were able to achieve success in the fields of advising private customers and brokering providers of household-related services to private households. In other fields such as the recruitment and qualification of staff for the provision of household services or the conclusion of contracts with companies on the provision of household services to their employees, the Service and Counseling Centers encountered greater difficulties. It also became clear that the establishment and maintenance of the Service and Counseling Centers should be problematic, at least in the short and medium term, without financial support or partial payment by players such as ministries or municipalities. Overall, there was an impression that setting up Service and Counseling Centers for Household-Related Services could be a meaningful project, but it would take a longer time to establish them."
