Abstract:
"In a cross-sectional analysis as at 30 June 2018, this study analyses the quality of employment (workplace principle) in Saarland. For this purpose, the structural characteristics of the atypical forms of employment part-time, exclusively part-time (agB), temporary work and low-wage are compared. It is shown that these forms of employment have gained considerable importance in the Saarland compared to the normal employment relationship, but that in recent years full-time employment has shown positive growth again after a long time. As a result, the decline in the significance of the standard employment relationship has initially come to a standstill. With the exception of part-time employment, the other atypical forms of employment considered in this study are of above-average importance for the Saarland labour market. The rate of temporary employment in this federal state is considerably higher than the federal average, because there are many companies in this region that produce for the world market and are dependent on a flexible workforce. The above-average proportion of low-income earners can presumably be attributed to the high importance of low-income helpers in the manufacturing sector and in temporary employment. For example, the below-average low wage rate among all foreign full-time employees in Saarland is related to the high proportion of French workers with above-average qualifications. The local industry mix, labour force participation, settlement structure and the provision of childcare places are taken into account as possible reasons for the unequal distribution of the individual atypical forms of employment within the Saarland. What the atypical forms of employment have in common is that they increasingly concentrate specific groups of people such as younger and older people, women, unskilled workers and foreign workers, some of whom do not have good chances of transition to regular employment.
