The German work-sharing scheme: an instrument for the crisis

Abstract: Explains the "Kurzarbeit" scheme whereby a reduced volume of work is spread over the same or similar number of workers by a reduction of working time. Gives the perspectives of employers and employees and its use of as a labour market policy tool in times of economic crisis. Analyses the types of establishments which have used work sharing, its cost, and the extent to which work-sharing participants have received further training.
