Cross-border governance within the Eurometropolis Lille-Kortrijk-Tournai (ELKT) through the example of cross-border public transportation

Abstract: The cross-border governance issue is a crucial stake for understanding the driving forces and the brakes of the territorial integration in Europe. The idea of this paper is to contribute to this debate by focusing the study of cross-border governance in the field of public transportation within the cross-border metropolitan region of Lille. After introducing the political and geographical context that led to the emergence of the Eurometropole Lille-Kortrijk-Tournai, an innovative analysis of the actors was performed using the method of SNA. Three hypotheses were tested to better understand the relationships and positions of the various organizations involved in cross-border cooperation.
