Work-Based Learning to Expand Opportunities for Youth

Abstract: As a society, we seem incapable of improving the work chances of high school graduates or the many less-advantaged graduates who enter college and never finish. The authors propose a different and less costly way. They call it earning while learning. It involves expanding apprenticeships but also much more.
