Abstract:
Due to falling bargaining coverage and internal erosion, the impact of sector-oriented collective agreements on pay and conditions is weakening. While employers have tried successfully to exploit the flexibilised agreements in their own interests, trade unions are looking for a means to re-stabilise the multi-employer agreements. They have recently been paying greater attention to the extension of collective agreements through generally binding declarations. This article analyses the slow but continuous decline of this instrument which in the past was widely used, and focuses in a second step on the current debate about a revision of its legal basis in order to revitalise the process.
