Tarifbindung und betriebliche Interessenvertretung: Ergebnisse aus dem IAB-Betriebspanel 2012

Abstract:
In this paper we present the dispersion of collective bargaining agreements according to firm size and industries using the latest data of the IAB establishment panel. In 2012 about 53 % of the firms in west Germany and 36 % in east Germany were bound to collective agreements. Coverage has been declining since the beginning of data collecting in 1996, even though the trend has recently been less clear-cut. Examining co-determination at plant level we find that coverage by a works council has slightly declined since the previous year: 43 % of the workforce in the private sector in west Germany and 36 % in east Germany work in companies which have a works council. However, in the long run a distinct downward movement can also be identified. Data on alternative means of representation has been available since 2004 but these forms of representation do not display anything like the degree of stability of the institution of the works council. Examining both levels of employee participation, the extensive gaps in co-determination at shop-floor level are described, as well as the ‘black holes’ where there are no collective agreements at all.
