Abstract:
This working paper is part of the DEFEN-CE project and seeks to: • review the existing literature defining vulnerability and vulnerable groups; • develop an own, multi-faceted conceptualization of vulnerable groups, based on the available literature • Find theoretical relevance on the issue of vulnerability • Conceptualize vulnerability and vulnerable groups in order to guide empirical research within the DEFEN-CE project The report collects relevant theoretical concepts and approaches to understand vulnerability as a basis for identifying the vulnerable groups and their operationalization and measurement in the project. We applied a heuristic approach to define the vulnerability/ties and got inspired by the meaning of the concept of the vulnerability and related concepts beyond social sciences or labour market concepts.
