Why Has Inequality among Mongolian Herders Widened after Winter Disasters? An Explanation Based on Poverty Trap and the Allee Effect

Abstract:
Winter disasters have exacerbated inequality among Mongolian herders with respect to livestock numbers. This study analyzes these dynamics through the lens of the poverty trap based on the concept of the Allee effect and examining panel survey data from herders collected between 2003 and 2013. The results suggest that poor herders stuck in the poverty trap endure significant damage, whereas rich herders outside the poverty trap experience minimal damage and high growth.
