Equità e criteri di selettività dei beneficiari di edilizia residenziale pubblica in Emilia-Romagna

Abstract:
Housing public policies take the form of selective programs. Hence, accesso to the program and computation of the rents are regulated by a means test. Selectivity should be set ensuring the respect of vertical and horizontal equity trough the beneficiaries. This research analyses the system of selectivity of the beneficiaries of public houses in the region Emilia-Romagna, in order to verify the adequacy of the current rules in ensuring equity by the use of the italian means test. Empirical analysis has been carried out by using the database of beneficiaries of public houses of the Province of Parma. We find that the current rules are not able to ensure horizontal and vertical equity, therefore we propose and simulate a reform of the system of selectivity and computation of the rents.
