Abstract:
The way the world uses energy services has entered a period of profound change. However, there is continuing uncertainty about its trajectory in terms of the speed and extent of transition. This will dictate whether the world achieves the 2oC target, and if not, by how much. But what would the world look like if policymakers treated greenhouse gas (GHG) emission targets as binding?
