Abstract: Abstract Nurturing technology standards is among the central objectives of China’s innovation strategy. While China indeed uses standards as a protectionist tool, western companies and countries should pay more attention to Chinese efforts to establish international norms toward minimal payment to the holders of standard essential IPR.
