Abstract: In order to implement the Presidential Decree "On measures for the implementation of the state social policy" on May 7, 2012 ¹ 597 (subparagraph "k" of paragraph 1) and the List of orders of the President of the Russian Federation to implement the President's Address to the Federal Assembly of the Russian Federation of 12 December 2012 (from 22 December 2012 ¹ Pr-3410, paragraph 5) Russian Ministry of Labor, together with interested federal executive bodies with the participation of non-governmental organizations developed mechanisms for the formation of an independent system for evaluating the performance of organizations providing social services. The basis of an independent assessment is public opinion, which is based on the synthesis and analysis of the views of citizens who have received services, assessments of public organizations, professional associations and experts. Under these conditions, structural reforms initiated the types and volumes of health care, aim to improve health and economic benefits of all actors in the management of the industry, requires scientific and methodological basis in terms of additional accounting service quality indicators.
