Abstract: Business cycle, that is, the alternation of ups and downs in the economy, is an integral part of the economic development of any country. Obviously, the government, business, and ordinary citizens need to understand at what phase of the cycle is the economy. The word "recession" is now often heard in the statements of officials and analysts, however, general agreement about the fact whether our economy entered into a recession or not, it is not observed. Therefore, economists useful to have some common criteria for determining the phase of the business cycle, some reputable dating ups and downs, which could refer to the authorities and the business community. In most developed countries, there are some reputable organizations that produce such an analysis from the first half of the twentieth century. The Russian economy is on the path of market development only twenty-odd years ago, and therefore similar work in Russia is very small. In such a situation it is very important to understand the processes that characterize Russian business cycle (business cycle), the description of the basic properties of these fluctuations and formation mechanisms to set a phase of the cycle is the economy at a given time.
