Abstract:
This article examines the experience of cities of federal significance in the implementation of participatory practices of modern public administration in the activities of the Legislative authorities. Information about the practices used is analyzed. Data on the number and quality of co-management practices used in cities of Federal significance are compared with the level of the protest movement in these subjects of the Federation. The conducted research puts forward a hypothesis that participatory technologies of public administration are introduced by legislative authorities in the territories of cities of Federal significance as needed, in response to the protest movement. The higher the level of protest, the stronger the participatory culture in federal cities.
