Abstract:
The article analyzes the main problems encountered in the transition to the normative method of financing public tasks at all levels of government. It is shown that the public authorities, both at Federal and regional levels, comply with the requirements of article 69.2 of the Budgetary code of the Russian Federation does not fully. But the Ministry of education refers to the bodies, most fully realized ideas of the reform. Survey of universities shows that their attitude to the reform is not unequivocally negative, though 18% of respondents have noted deterioration of their financial positions as a result of reform. In the same time 30% of respondents said that their situation has deteriorated for reasons straightly not related to the reform.
