Abstract:
The paper presents the results of the analysis of the division of powers between the levels of public authority in the USA, Germany, Switzerland, Brazil, India, Spain and etc. Comparison of the analyzed international and Russian experiences allowed to identify both similarities and common problems in the division of powers between levels of government in different countries.
