Abstract: The main objectives of the study aim at analysing the strategic, legislative and financial framework for renewable energies in EU and Romania and the recent actions and measures for improving this framework. The results of the study refer to the improvement of the regulatory framework, the re-evaluation of the state support and financial funding schemes, the reinforcement of the market mechanism and the development of other potential resources. In the EU the share of renewable energy resources in total primary energy consumption should increase up to 20% in 2020 as against 8.5% in 2012 with the help of European and national legislation and based on national financial aid schemes. Due to high oil prices and also to the decrease in cost and technological progress, renewable resources have become more competitive and have developed to a large extent in the last two decades. Financial support given to renewable resources was provided through green certificates and/or preferential tariffs borne directly by consumers. Long-term targets, after 2020, as established by the EU, are very ambitious but very difficult to attain. In Romania a great potential, especially for hydro and wind power, was developed by means of new legislation and strategies, a functional market for green certificates, strong implication of foreign investors, but the cost of renewable resources is very high and there is a difficult access to the transport network. There are good opportunities for developing photovoltaic energy, biomass, other resources, but also many bureaucratic and financial obstacles.
