Abstract:
Opponents of the Federal Davis-Bacon Act contend that this law has racial bias, and that keeping African-Americans out of the construction industry was the original intent of the law. This paper addresses the latter issue by examining congressional records to unveil the original intentions behind passage of the Davis-Bacon Act. It also examines how false assertions or "factoids" are manufactured in the society by think tanks.
