Abstract: This paper examines the impact of governance reforms on efficiency, equity and service delivery in order to identifying the factors resp onsible for the success/failure of reforms in the power sector in Orissa. The paper is divided into five sections. The first section deals with the introduction. The second section includes the analytical framework and background of governance reforms in power sector. The third section focuses on the impact of governance reforms on performance in terms of efficiency, equity and service delivery. The fourth section analyses the factors responsible for the performance of the power sector. The last section concludes with policy perspectives.
