Abstract:
Public support provided to banks during the crisis has incentivised reforms at EU level which aim at limiting costs of banks’ failures incurred by taxpayers. In this context, a resolution framework was agreed and the Single Resolution Mechanism was established. The latter will operate within the banking union, i.e. currently the euro area. This paper focuses on new burden-sharing rules for banks and their impact on the need for mobilising budgetary resources for banks under resolution, in particular the need for public capital injections to ailing financial institutions. To this end, it identifies circumstances in which public support may be essential and outlines key risks related to specific institutional arrangements in the euro area.
