GIS-assisted suitability analysis combining PROMETHEE II, analytic hierarchy process and inverse distance weighting

Abstract: Abstract Site selection, site suitability, or land use suitability analysis aims to investigate the degree of preference of a land use type to all the feasible locations in the examined area. Its role is vital to assist in planning processes and investment decisions for both the public and private sector. It is widely accepted that suitability analysis consists of a multicriteria decision analysis problem since the most appropriate sites are identified through the evaluation of a large number of alternative locations and involve multiple usually conflicting criteria and constraints. The spatial nature of suitability analysis resulted in the development of synergies of multicriteria decision analysis (MCDA) methods with Geographic Information Systems (GIS) due to their capacity to manage, handle and retrieve spatially related data types. Although significant number of research papers has been published, the presence of outranking relations methods remains scarce due to computational limitations derived from comparing in pairs candidate locations. To overcome these limitations, this research paper proposes a novel generic decision-making framework for GIS-based land-use suitability analysis that combines an as PROMETHEE II outranking multicriteria method with Inverse Distance Weighting (IDW) spatial interpolation model, Analytic Hierarchy Process (AHP) as criterion weights elicitation method and Monte Carlo Simulation (MCS). The proposed framework provides a detailed discussion for a variety of net preference flows estimation options using both total and per criterion net preference flows.
